The EU's racism monitoring agency said this week that Europe as a whole "must increase efforts to combat discrimination" (The Annual Report on the Situation regarding Racism and Xenophobia in the Member States of the EU, Observatoire Européen des phénomènes racistes et xénophobes, 2006).

People of colour in France, Germany, Norway and the UK have been saying that for years.
